  • Ukraine – Independent Verification of EE Renovations under the Energodim Program

The Government of Ukraine has established the Energy Efficiency Fund (EEF) to support energy efficient (EE) modernization of Ukraine’s residential housing stock. The EEF will be funded by the Government of Ukraine and will provide grants to homeowners of multi-family buildings to perform EE retrofits in their buildings. To support the Government of Ukraine, the European Union and the Federal Republic of Germany have contributed EUR 100 million into an IFC-managed multi-donor trust fund (MDTF) to provide grant assistance to HOAs to co-finance the implementation of energy efficiency measures in multi-family buildings. IFC will support the EEF, manage donors’ contributions and create a market environment conducive for facilitating energy efficient renovation of multi-family buildings in Ukraine. CES was contracted by IFC to conduct verification of energy efficiency measures implemented in 1,000 residential apartment buildings across Ukraine, in line with the MDTF donors’ requirements for energy efficient renovations completed as part of the EEF’s Energodim program.

OUr services

CES will perform the following activities to verify the energy efficiency measures completed by HOAs in accordance with the EEF’s Program, the project design documentation and other documents submitted by the grant applicants to the EEF: desk review/analysis of submitted documents that form part of a grant application. on-site verification at the location of renovation works performed at the residential apartment buildings.virtual verification without visiting the location of the residential apartment building.
