Ukraine – Higher Education – Sub-Project Screening & Evaluation (Phase II)

The overall objective of the consultancy assignment is for the consultant to assist in relation to the selection of sub-projects to be implemented under Phase II of the Ukraine Higher Education Project. The consultant screened and evaluated the received sub-project applications and prepared a ranked long-list of 41 eligible sub-project applications. The evaluation was complemented by reviewing additional documentation provided by the long-listed applicants in order to establish a ranked short-list of 20 applications. In this second phase of evaluation, the consultant conducted site visits to those universities/state higher education units which it proposes to be included in the short-list.
