Kosovo – Pre-Feasibility Study for Solar Partnership – Wastewater Program (KfW Phase V/VI)

Pre-Feasibility Study for the Solar Partnership Program Wastewater Kosovo and further options on Balkan countries.n The Republic of Kosovo represented through the Ministry of Economy has been supported with KfW grant financing by the German (& Swiss Government) for wastewater treatment plants in Prizren, Peja and Gjakova. Ongoing projects include wastewater network rehabilitations with the Regional Water Companies in the three cities under the Wastewater Program Phase V/VI as well as in Prishtina (tbd) through other programs. This consulting assignment shall be financed through reallocation of input under this program. Potential future funding by the German government for a Solar Partnership Program for Wastewater of finally up to 18,58 million EUR grants may be allocated for photovoltaic systems with battery storage and related implementation consulting services. All Regional Water Companies face rising operational costs which put pressure on the tariffs (water/wastewater) due to a substantial increase of their water-/wastewater operations and the energy crisis triggered by the war in Ukraine.n Objective of the Program is to improve the sustainability of water and wastewater operations of the respective Regional Water Companies by contributing to a reduction of electricity costs and through the installation of PV & Battery capacity at existing sites for the benefit of the consumers/inhabitants. Objective of the assignment is to optimally size, design and integrate substantial photovoltaic and battery capacity installations given the only partially suitable and changing regulatory environment for renewable energies in Kosovo, thereby facilitating an investment decision and a subsequent preparation of tender documents (yellow book) for an investment of finally up to 18,58 million EUR. n • 6 potential PV systems excl. battery storage at RWC locations for covering own energy demand & grid feed inn • PV system capacity ranging from 1,3MWp to 4,3MWpn • Estimated total Capex 15mio€ for PVs + 1,5mio€ budget for grid strengthening measures etc.
