Kazakhstan – EBRD: Pilot GEFF – Facility Consultant

The EBRD aims to further expand its sustainable energy and resources financing in the region in line with GET by launching a Pilot Green Economy Financing Facility in Kazakhstan (“Pilot GEFF – Kazakhstan” or the “Facility”). Pilot GEFF Kazakhstan is a framework operation of up to USD 30 million for financing GET investments in in line with the EBRD methodology and approach to intermediated financing of sustainable energy and resource technologies.
The objective of the project is to support EBRD Partner Financial Institutions (PFIs) to successfully use funds provided under Green Economy Financing Facility. With implementing this GEFF in Kazakhstan’s EBRD will integrate its GET objectives in the country and also include water and material efficient technologies. More specifically, the project is providing hands-on operational support to financial institutions and their clients in investing in renewable energy, energy efficiency, as well as relevant environmental measures that support water and material saving. The GEFFs are an important instrument support to mitigate climate change through the financial sector, by providing simple and efficient instruments that support the financial intermediaries in allocating long-term funds for the right investments and to successful market the GEFF brand.

OUr services

• set up the GEFF facility in 3 PFIs accordingly to EBRD’s standards but taking into consideration business models, clients target segments, distribution channels, product range and internal processes of each PFIs: developed project documentations and procedures, capacity building and action plans, organized promotional activities and internal trainings • organized launch event for the Facility on the market in Kazakhstan • managed content related to the introduction and maintenance of the EBRD's Green Technology Selector (GTS) in line with the respective country requirements, helped to promote GTS on the market via PFIs and vendors’ communication channels • analysed PFIs product lines and developed specific green loan marketing packaging for GEFF programme for the PFIs' sub-target groups • developed and implemented training and capacity building programmes at the participating PFI's, including training of trainers’ programmes • developed and implemented a marketing strategy for the GEFF including launching and maintenance of a facility website • organized awareness events for PFIs, suppliers and their clients about GEFF, green economy and smart consumption including gender component and findings from Gender Based Study • provided early support to prospective PFIs to ensure readiness for participation in GEFF Kazakhstan • developed a Green Agrifood Value Chain Finance scheme • Update of Gender baseline assessment and Implementation of a Gender and Social Inclusion Action Plan • Integration of circular economy considerations in the GEFF approach, guideline and procedures (including preparation of Case Studies)
