The objective of the consulting assignment was to support the Project Implementation Unit (PIU) established at the University, as well as to facilitate the timely and cost-effective implementation of the project.
The consultant supported the University and the PIU in all aspects of project implementation, including preparation of design, technical specifications, tender documentation, overall assistance with procurement, compliance with relevant agreements, as well as contract administration and supervision of works.
Facilitate timely and cost-effective implementation of the project by Supporting the PIU in capacity building for project development, implementation, and documenting all PIU operating procedures and systems; Assisting the PIU with project preparation, including the drafting and updating of the Project Implementation Plan (PIP) inclusive of project budget, procurement plan, and project risk matrix; Assisting the PIU in formulating the requirements for the design, drafting the technical specifications and Employer’s Requirements for the tender documents; Advising the PIU on best industry practices and innovations for use in the design solutions; Supporting the PIU in preparation and carrying out the procurement of goods, works and services; Supporting the PIU with contract administration and management of contract implementation; Supporting the PIU with works supervision; Assisting the PIU and the University in communication with NEFCO and the Project Management Consultant; Submitting for review and verification for no-objection of the tender documents and amendments, contract award recommendations, final contracts, and amendments thereto, and preparing disbursement requests; Regular reporting to the project stakeholders on project progress.
