A comprehensive longlist of potential bankable projects; Preparation of a shortlist of mature priority projects; Preparation of a seminar with relevant Government and local authority officials to inform them about E5P, EBRD, and other IAs. The Eastern Europe Energy Efficiency and Environment Partnership (‘E5P’) is a multi-donor fund with the aim to support investments in municipal energy efficiency and environmental projects in Ukraine, later expanded to other Eastern Partnership (‘EaP’) countries (Armenia, Azerbaijan, Belarus, Georgia and Moldova). The Consultant was contracted to identify and map potential projects in Armenia, Georgia and Moldova that would be eligible for E5P funding and suitable for financing by one or several of the financial institutions participating in E5P.A comprehensive longlist of potential bankable projects; Preparation of a shortlist of mature priority projects; Preparation of a seminar with relevant Government and local authority officials to inform them about E5P, EBRD, and other IAs.

Project Identification Study with the following key objectives: Preparation of a comprehensive longlist of potential bankable projects used by the Implementing Agencies to identify and structure bankable projects and justify their involvement; Preparation of a shortlist of mature priority projects; Preparation of a seminar with relevant Government and local authority officials to inform them about E5P, EBRD, and other IAs – their work, processes and what was required from the various actors in the different stages of project preparation and implementation.
